With liberal bloc aging, Trump may get more Supreme Court appointments

WASHINGTON (Reuters) – With 86-year-old liberal Justice Ruth Bader Ginsburg enduring a series of health scares, the question of whether President Donald Trump will get to make yet another U.S. Supreme Court appointment before the 2020 election lingers as the nine justices prepare to begin their new term next week.

The justices, set to hold a private conference on Tuesday to discuss taking new cases after a three-month summer break, open their next nine-month term on Monday, with arguments pending in the coming weeks in major cases involving gay and transgender rights, immigration and other issues.

Trump, who took office in 2017 and is seeking re-election next year, already has appointed two justices – conservatives Brett Kavanaugh and Neil Gorsuch – who have pushed the court further to the right.

The court has a 5-4 conservative majority, and two of the four liberal justices are over 80 years old, including Stephen Breyer, who turned 81 last month. Ginsburg, a justice since 1993, underwent radiation therapy in August to treat a cancerous tumor on her pancreas after having two cancerous nodules in her left lung removed last December.

The stakes could not be higher for the Supreme Court.

With Trump’s fellow Republicans in control of the Senate, which wields confirmation power over federal judicial nominations, Majority Leader Mitch McConnell is well placed to push through another Trump Supreme Court appointment even if the vacancy arises close to the November 2020 election.

If Trump, running for re-election, were to win a second four-year term next year, he potentially would be able to replace both Ginsburg and Breyer, leaving the court with a rock-solid 7-2 conservative majority, possibly for decades to come. That could mean a rightward shift on numerous matters including abortion restrictions, expanding gun rights, blunting the advance of LGBT rights, maintaining the death penalty and bolstering the interests of corporations.

McConnell, who has made confirmation of Trump judicial appointees a paramount priority, made clear his intentions when asked in May at an event in his home state of Kentucky what he would do if a Supreme Court vacancy arose in 2020.

“Oh, we’d fill it,” McConnell said.

McConnell in 2016 refused to allow the Senate to act when Democratic former President Barack Obama nominated federal appellate judge Merrick Garland to fill a vacancy created by the death of conservative Justice Antonin Scalia – a move Democrats have described as the theft of a Supreme Court seat.

In justifying their inaction on Garland, McConnell and other Republicans argued that the Senate should not confirm a Supreme Court nominee during a presidential election year. Trump won the 2016 election and in 2017 named Gorsuch to replace Scalia.

‘ON MY WAY’

Ginsburg, who previously underwent treatment for colon cancer in 1999 and pancreatic cancer in 2009, is expected to be on the bench when the new term opens.

“I am on my way to being very well,” Ginsburg said on Aug. 31 during an appearance at a Washington event.

The diminutive and frail-looking justice also appeared in recent weeks alongside Justice Sonia Sotomayor at an event celebrating retired Justice Sandra Day O’Connor, 89, the first woman to serve on the court.

Compared to Ginsburg, who was a pioneering women’s rights lawyer before becoming a justice and has become something of an icon to American liberals, Breyer keeps a lower profile. His most recent public appearance was in London on Sept. 16. He is not known to have had any health scares since a bicycle fall in 2013 in which he fractured a shoulder.

Former senior Republican Senate aide Mike Davis, who runs a group called the Article III Project that he set up to support Trump’s judicial nominations, said he would expect Republicans to be energized by any potential election-year vacancy. But Davis said he also would expect Democrats to put up a fight.

“If people thought that Justice Kavanaugh’s confirmation fight was ugly, just wait until the next one,” Davis said, referring to contentious Senate hearings in which Kavanaugh denied allegations of decades-old sexual misconduct.

No president since Republican Ronald Reagan has appointed more than two justices to the Supreme Court. Reagan named three in his eight years as president, from 1981 to 1989. The last president to have had more than two Supreme Court appointments in his first term in office was Republican President Richard Nixon, who named four in that term running from 1969 to 1973.

Since Nixon was first elected, Republican presidents have filled 14 of the 18 Supreme Court vacancies that have arisen.

Liberal activists are resigned to the idea that Republicans would seize on any opening to expand the court’s conservative majority, even if a vacancy occurs close to the 2020 election.

“They would jump at the chance to make it (the conservative majority) 6-3. I don’t think it matters to them. It’s a raw power grab on their part,” said Christopher Kang, chief counsel at the liberal legal activist group Demand Justice.

If Senate Republicans push through a nomination – in particular in a scenario in which a Trump selection is confirmed after he loses the election but before a new president takes office – it would build momentum among Democrats for an idea promoted by some liberals for adding more seats to the court to loosen the conservative stranglehold, Kang said.

Senate passes, sends Trump stopgap federal funding to November 21

WASHINGTON (Reuters) – The U.S. Senate on Thursday passed a bill that would extend federal funding through Nov. 21 and avert partial agency shutdowns when existing authorization expires on Oct. 1.

The Senate signed off by a vote of 82 to 15 on legislation that was approved by the House of Representatives on Sept. 19, sending it to President Donald Trump for signing into law.

The legislation is needed because Congress and the Trump administration so far have failed to agree on the one-dozen bills that would fund most government activities in the fiscal year that begins Oct. 1.

One of the biggest disagreements is over Trump’s demand for $12 billion in fiscal 2020 to build a wall along the U.S.-Mexico border, which most Democrats and some Republicans oppose.

A central promise of Trump’s presidency has been the construction of a wall to repel immigrants, many from Central America, from crossing into the United States.

In the face of congressional opposition, Trump early this year declared a national emergency, which he said allowed him to divert appropriated money from other programs to the border wall. On Wednesday, the Senate voted to end that emergency declaration, a move Trump likely would veto if the House of Representatives takes the same step.

There are also unresolved disagreements over funding for immigrant detention centers, public health facilities and other issues.

Iran to U.S.: ‘You should … pay more’ for a new deal

UNITED NATIONS (Reuters) – Iranian President Hassan Rouhani said on Wednesday that the United States must “pay more” for any agreement that goes beyond the 2015 Iran nuclear deal that Washington abandoned.

Rouhani also appeared to reject meeting U.S. President Donald Trump while the two are in New York this week for the annual United Nations General Assembly and warned world leaders that the Gulf region was on the verge of going up in flames.

“Our response to talks under pressure is no,” Rouhani said in a speech to the U.N. even as the United States increased the pressure by sanctioning Chinese firms for dealing in Iranian oil despite U.S. sanctions.

The U.S.-Iranian confrontation has ratcheted up since last year, when Trump withdrew from Iran’s nuclear deal with major powers and reimposed sanctions that have crippled its economy.

Trump wants an agreement that goes beyond the 2015 nuclear deal and would further curb Iran’s atomic program, restrict its ballistic missile work and end its support for proxy forces in the Middle East.

“If you wish more, if you require more, you should give and pay more,” Rouhani said in his U.N. General Assembly address, without giving details.

In his own speech on Tuesday, Trump accused Iranian leaders of “bloodlust” and called on other nations to put pressure on Iran after Sept. 14 attacks on Saudi oil facilities that Washington blames on Tehran despite its denials.

The United States plans to increase its military presence in Saudi Arabia following the attacks.

Rouhani, however, said the Gulf region is “on the edge of collapse, as a single blunder can fuel a big fire.”

“We shall not tolerate the provocative intervention of foreigners. We shall respond decisively and strongly to any sort of transgression to and violation of our security and territorial integrity,” Rouhani said in his speech.

Trump had said there was still a path to peace and Rouhani, the nuclear pact’s architect has also left the door open to diplomacy, saying that if sanctions were lifted, Washington could join nuclear talks between Tehran and other powers.

NO TRUMP-ROUHANI MEETING SEEN

Despite the French and British leaders urging Rouhani to meet Trump, an Iranian official told Reuters there was no chance that the U.S. and Iranian presidents would meet this week.

“The chances of a meeting are zero. They know what to do. They should return to the JCPOA, lift sanctions and end this unfair maximum pressure on Iran,” the official said, referring to the Joint Comprehensive Plan of Action (JCPOA) 2015 deal.

“Then, of course, they can join the talks under the deal,” the official, who spoke to Reuters on condition of anonymity, added.

Under the 2015 deal, Iran limited its nuclear program in return for relief from economic sanctions that constricted its ability to trade with the world.

Since abandoning the deal last year, Trump in May tightened sanctions on Iran in an effort to reduce its oil exports – its main source of foreign exchange and government revenues – to zero.

On Wednesday, the United States sanctioned five Chinese people and six entities it accused of knowingly transferring oil from Iran in violation of Washington’s curbs on Tehran. The entities include two Cosco Shipping subsidiaries but not the parent company itself.

While it originally respected the deal despite Trump’s withdrawal, Iran has gradually reduced its compliance and has threatened to block the Strait of Hormuz in the Gulf, through which an estimated one-fifth of the world’s oil passes.

The United States has blamed Iran for a series of actions since May – some of which Iran has denied – that have roiled oil markets, including attacks on half a dozen tankers, shooting down a U.S. drone and the Sept. 14 attacks on Aramco facilities.

The airstrikes on the heartland of Saudi Arabia’s oil industry damaged the world’s biggest petroleum-processing facility and knocked out more than 5% of global oil supply.

Saudi Arabia’s Minister of State for Foreign Affairs Adel al-Jubeir said Riyadh was consulting “with friends and allies about the next steps to take” once an investigation into who was responsible for the attack was complete.

The United States, European powers and Saudi Arabia have blamed the attack on Iran, instead of the Yemeni Iran-aligned Houthi group that claimed responsibility. Iran distanced itself from the attacks but said it was ready for “full-fledged” war.

The confrontation could tip the balance of power in Iran in favor of hard-liners looking to constrain Rouhani’s ability to open up to the West, particularly because Supreme Leader Ayatollah Ali Khamenei’s aversion to Washington remains a formidable barrier to any diplomatic solution.

In the penultimate sentence of his speech, Rouhani raised the possibility of talks.

“This is the message of the Iranian nation: Let’s invest on hope toward a better future rather than in war and violence. Let’s return to justice; to peace; to law, commitment and promise and finally to the negotiating table,” he said.

Rouhani says Iran resists sanctions, drives U.S. “desperate”

DUBAI (Reuters) – Iranian President Hassan Rouhani said on Monday new U.S. sanctions blacklisting Iran’s central bank for a second time pointed to U.S. “desperation” in the face of Iranian resistance.

President Donald Trump last year quit a 2015 nuclear pact between Iran and six world powers, reimposing and then tightening sanctions that had been lifted under the deal in return for Iran curbing its nuclear program.

The United States on Friday imposed further sanctions, including on Iran’s central bank which was already blacklisted, following Sept. 14 attacks on Saudi oil facilities that Riyadh and Washington have blamed on Iran.

“Americans are sanctioning institutions that have already been blacklisted. This signals America’s complete desperation and shows that it’s “maximum pressure” has failed … as the great Iranian nation has resisted successfully,” Rouhani said in remarks carried by state television.

Tehran has flatly denied any involvement in the attacks which was claimed by Yemen’s Houthi movement, an Iran-aligned group fighting a Saudi-led alliance in Yemen’s civil war.

Prime Minister Boris Johnson said on Monday Britain believes it is very likely Iran was behind the Sept 14 attacks. He said London will work with the United States and European allies to reduce tensions in the Gulf.

“If Iran was behind this attacks, nothing would be left of this refinery,” Iranian Foreign Minister Mohammad Javad Zarif told reporters in New York.

U.S. Secretary of State Mike Pompeo said on Sunday the United States aimed to avoid war with Iran and the additional troops ordered to be deployed in the Gulf region were for “deterrence and defense”.

“As a diplomat both secretary Pompeo and I should try to avoid war, not to wage war,” said Zarif.

Iran has threatened a crushing response to any military strike following the Sept 14 attacks, though it said the Islamic Republic had no desire for conflict in the Gulf region.

“The region has become intense … They make propaganda about damage (in Saudi ) which can be repaired in two weeks … because America wants to conquer the region,” Rouhani said.

The president said he would introduce a regional peace plan dubbed HOPE (Hormuz Peace Endeavour) at the United Nations General Assembly this week.

“All countries of the Persian Gulf and the Strait of Hormuz and the United Nations are invited to join,” Rouhani said before leaving for New York to attend the annual gathering of world leaders at the United Nations.

Abortion front and center as new U.S. Supreme Court term nears

WASHINGTON (Reuters) – With new abortion cases on a fast track to the U.S. Supreme Court, the nine justices will get an opportunity within weeks to take up legal fights over Republican-backed laws that could lead to rulings curbing a woman’s ability to obtain the procedure.

The big question is not so much whether the court, with its 5-4 conservative majority that includes two justices appointed by President Donald Trump, will take up an appeal that could permit new restrictions on abortion rights, but when it will do so, according to legal experts.

The court’s new nine-month term starts on Oct. 7.

Anti-abortion advocates are hoping the court will chip away at the 1973 Roe v. Wade ruling that legalized abortion nationwide and recognized a woman’s constitutional right to the procedure – or even overturn the landmark decision.

Appeals already are pending in cases challenging the legality of Republican-backed abortion restrictions in Indiana and Louisiana, with legal fights also brewing over laws in other states including an Alabama measure that would effectively ban all abortions.

The court is scheduled to discuss the Louisiana and Indiana appeals in private on Oct. 1 and announce within days of that meeting whether it will hear the cases, which could lead to rulings by next June.

Whether the court proceeds quickly on abortion or takes a slower approach could depend upon conservative Chief Justice John Roberts, who has emerged as the court’s ideological center amid its rightward shift with Trump’s appointment of Neil Gorsuch in 2017 and Brett Kavanaugh in 2018.

“I have to believe they will take one sooner rather than later. It’s clear notwithstanding all the decades since Roe v. Wade that there is intense disagreement among Americans,” said John Bursch, a lawyer with conservative Christian legal group Alliance Defending Freedom, which opposes abortion.

“Anytime you have that much turmoil in the political process it’s going to create conflicts the court must address,” Bursch added.

Abortion opponents are hoping the 2018 retirement of Justice Anthony Kennedy, a conservative who was pivotal in defending abortion rights, has created an opening for more restrictions to secure Supreme Court approval. Kennedy as recently as 2016 cast the decisive vote in blocking strict regulations on abortion clinics and doctors in Texas.

Trump, who vowed during the 2016 presidential campaign to appoint justices who would overturn Roe v. Wade, appointed Kavanaugh to replace Kennedy.

‘NO REASON’

“There should be no reason for the Supreme Court to revisit Roe, but we know this is exactly what some of the states are trying to do and what President Trump was looking for in his Supreme Court nominees,” said Jennifer Dalven, a lawyer with the American Civil Liberties Union, which is involved in litigation challenging various abortion restrictions.

Broadly speaking, Republican-controlled states have enacted two types of abortion laws: measures that impose burdensome regulations on abortion providers and those that directly seek to ban abortions during the early stages of pregnancy.

The latter laws in particular directly challenge Roe v. Wade and a subsequent 1992 ruling that upheld it. Those two rulings made clear that women have a constitutional right to obtain an abortion at least up until the point the fetus is viable outside the womb, usually around 24 weeks of gestation or soon after.

The Louisiana law imposes restrictions that abortion providers have said would force them to close. It requires that doctors who perform abortions have a difficult-to-obtain arrangement called “admitting privileges” at a hospital within 30 miles (48 km) of the clinic. The legal issue is similar to the 2016 case in which the court struck down a Texas admitting privileges requirement.

In February, the court on a 5-4 vote prevented the Louisiana law from taking effect while litigation continued, with Roberts joining the court’s four liberals. Roberts dissented in the Texas case but his vote in February indicates he may have some doubts about the court reversing course on a precedent it set only three years ago.

The Indiana case involves the state’s attempt to revive a Republican-backed law that requires women to undergo an ultrasound at least 18 hours before undergoing an abortion, a requirement critics call medically unnecessary.

Legal challenges to laws recently enacted in conservative states that directly challenge the Roe precedent by banning abortion outright or in early stages of pregnancy may not reach the court in time for it to act during its coming term.

In addition to the Alabama ban, Kentucky, Ohio, Mississippi, Louisiana and Georgia passed measures that would prohibit abortions after six weeks of pregnancy. Missouri has a similar law that would prohibit abortion after eight weeks. Facing legal challenges, none of the laws has yet taken effect.

Other cases that could reach the court sooner include fights over abortion restrictions in Mississippi, Kentucky and Arkansas that are pending in appeals courts.

Since Kavanaugh joined the Supreme Court last October, it has sent mixed signals on abortion. The court in June declined to hear a bid by Alabama to revive another Republican-backed law that would have effectively banned abortions after 15 weeks of pregnancy.

In May, it refused to consider reinstating Indiana’s ban on abortions performed because of fetal disability or the sex or race of the fetus while upholding the state’s requirement that fetal remains be buried or cremated after an abortion.

Julie Rikelman, a lawyer at the Center for Reproductive Rights, which supports abortion rights, said the Supreme Court is likely to take up a case on one of the restrictive laws rather than a measure that directly bans abortion, meaning it could avoid having to decide for now on overturning Roe v. Wade.

“What’s important for people to know,” Rikelman said, “is that even while Roe is the law, there is a great deal of harm that can be done.”

Iran warns against war as U.S. and Saudi weigh response to oil attack

DUBAI/JEDDAH (Reuters) – Iran warned U.S. President Donald Trump on Thursday against being dragged into all-out war in the Middle East following an attack on Saudi Arabian oil facilities which Washington and Riyadh blame on Tehran.

U.S. Secretary of State Mike Pompeo has described the weekend strike that initially halved Saudi oil output as an act of war and has been discussing possible retaliation with Saudi Arabia and other Gulf allies.

Trump on Wednesday struck a cautious note, saying there were many options short of war with Iran, which denies involvement in the Sept. 14 strikes. He ordered more sanctions on Tehran.

Iran’s foreign minister responded by telling CNN that the Islamic Republic “won’t blink” if it has to defend itself against any U.S. or Saudi military strike, which he said would lead to “all-out war”.

Mohammed Javad Zarif said Pompeo was part of a so-called “B-team”, which Tehran says includes Saudi Arabia’s crown prince and is trying to dupe Trump into opting for war.

Pompeo said on Wednesday the attack was an act of war against the Saudis.

Riyadh, which called the assault a “test of global will”, on Wednesday displayed what it described as remnants of 25 Iranian drones and missiles used in the strike, saying it was undeniable evidence of Iranian aggression.

BUILDING A COALITION

The United Arab Emirates on Thursday followed its ally Saudi Arabia in announcing it was joining a global maritime security coalition that Washington has been trying to build since a series of explosions on oil tankers in Gulf waters in recent months that were also blamed on Tehran.

Pompeo, who arrived in the UAE from Saudi Arabia on Thursday, welcomed the move on Twitter: “Recent events underscore the importance of protecting global commerce and freedom of navigation.”

Britain and Bahrain previously said they are participating but most European countries have been reluctant to sign up for fear of stoking regional tensions. Iraq said it would not join the mission, and also rejected any Israeli role in it.

Yemen’s Iran-aligned Houthi movement, which is battling a Saudi-led military coalition, claimed responsibility for the assault on two Saudi oil plants, including the world’s largest processing facility. U.S. and Saudi officials rejected the claim, saying the attack had not come from the south.

Kuwait, which said earlier this week it was investigating the detection of a drone over its territory, has put its oil sector on high alert and raised security to the highest level as a precautionary measure.

Oil prices, which soared following the attack, steadied after Saudi Arabia pledged to restore full oil production by the end of September. [O/R]

U.N. MEETING IN FOCUS

Proof of Iranian responsibility and evidence that the attack was launched from Iranian territory could pressure Riyadh and Washington, which want to curb Iranian influence in the region, into a response.

Pompeo said the attacks would be a major focus of next week’s annual U.N. General Assembly meeting and suggested Riyadh could make its case there.

Iran’s Zarif accused Pompeo of trying to “dodge a U.S. obligation” to issue visas for Iran’s U.N. delegates.

Tehran says the U.S. accusations were part of Washington’s “maximum pressure” policy on Iran to force it to renegotiate a 2015 nuclear deal with world powers, which Trump exited last year, reimposing sanctions to choke off Iran’s oil exports.

Tehran, which has gradually scaled back its nuclear commitments, has rejected any talks unless sanctions are lifted.

“The United States is now using oil as a weapon; oil is not a weapon,” Iranian Oil Minister Bijan Zangeneh said.

France, which is trying to salvage the deal, said the New York gathering presented a chance to de-escalate tensions.

“When missiles hit another country it is an act of war, but we have to go back to the principle of de-escalation,” French Foreign Minister Jean-Yves Le Drian said. “There is an international investigation, let’s wait for its results.”

After Bolton fireworks, Trump picks low-key Robert O’Brien for top job

WASHINGTON (Reuters) – U.S. President Donald Trump picked U.S. hostage negotiator Robert O’Brien on Wednesday as his fourth White House national security adviser, turning to a low-key choice for the position after the boisterous tenure of John Bolton.

O’Brien’s selection was a sign of U.S. Secretary of State Mike Pompeo’s clout with the president, with U.S. officials saying Pompeo had made clear he would be happy with either O’Brien or another candidate, former deputy national security adviser Ricky Waddell.

“I have worked long & hard with Robert. He will do a great job!” Trump said in a tweet.

Aides said Trump had gotten to know O’Brien through his work as the U.S. envoy for hostage negotiations and admired his ability to get hostages returned from North Korea and Turkey.

The job most recently took him to Sweden in a bid to get the American rapper known professionally as A$AP Rocky out of jail on an assault charge.

A source close to the White House said Trump wanted to pick a new adviser who would be able to get along well with Pompeo after the secretary of state sometimes struggled with Bolton.

O’Brien, the source said, “is a low-profile, articulate negotiator who has a strong relationship with Pompeo.”

O’Brien follows in the footsteps of three other national security advisers: Michael Flynn and H.R. McMaster and, most recently, Bolton, who clashed with the president over a host of issues from Iran to Afghanistan to North Korea.

Bolton parted ways with Trump a little more than a week ago, his stormy ending coming shortly after he disagreed with the prospect of the president easing some sanctions on Iran, a person close to Bolton said.

Within the National Security Council, O’Brien’s critical task will be to stabilize a sprawling foreign policy apparatus where morale has taken a major hit since Trump took office, according to an NSC insider.

Trump’s abrupt firing of Bolton added to a sense of unease among NSC staff. A key question is whether O’Brien will reinstate the inter-agency coordinating role for which the NSC was originally conceived but which was largely put on ice during Bolton’s tenure, the source said.

For Trump, O’Brien represents a low-key choice for the job, a sign that the president was happy to have someone without the television starpower of Bolton.

O’Brien is an attorney from Los Angeles who served as a foreign policy adviser to 2012 Republican presidential nominee Mitt Romney and 2016 candidate Scott Walker. He has handled a number of high-profile legal cases and previously served in several State Department positions, including as an alternative representative to the U.N. General Assembly in 2005.

O’Brien has been a fan of the recently departed Bolton after the two worked together when Bolton was U.S. ambassador to the United Nations in 2005 during George W. Bush’s presidency.

In a December 2016 column for radio host Hugh Hewitt’s website, O’Brien called Bolton “a formidable diplomat and a patriot” in recommending the newly elected Trump pick Bolton for a high-profile assignment.

“John’s job as our man at the UN was never easy, often exhausting and painfully slow at points. But John, the definition of a diplomat, never grew physically tired or ever lost his temper with other diplomats or the mission’s staff,” O’Brien wrote.

Trump in March had complimented O’Brien for doing a “fantastic job” after gaining the release of American hostage Danny Burch in Yemen.

People close to the White House said Trump was looking for someone who would manage the national security process, voice opinions behind the scenes but not go public with differences.

One of the most prominent hostage cases O’Brien has worked on is that of Austin Tice, a freelance journalist believed by the U.S. government to be alive who was abducted in Syria in August 2012 while reporting on the uprising against President Bashar al-Assad.

Tice’s parents, Marc and Debra Tice, praised what they described as O’Brien’s quiet, dogged efforts to win their son’s release.

“He’s kept us informed and been regularly in touch,” Marc Tice told Reuters in a telephone interview from his Houston home. “With Robert in this new role, Austin’s return can happen even sooner.”

North Korea leader Kim invited Trump to Pyongyang in letter: report

SEOUL (Reuters) – North Korean leader Kim Jong Un invited U.S. President Donald Trump to visit Pyongyang in a letter sent in August amid stalled denuclearisation talks, a South Korean newspaper reported on Monday, citing diplomatic sources.

Kim, in the letter sent in the third week of August, spoke of his “willingness” for a third summit and extended an invitation for Trump to visit the North Korean capital of Pyongyang, the Joongang Ilbo newspaper reported, citing an unidentified source.

Trump on Aug. 9 said he had received a “very beautiful letter” from Kim.

But U.S. officials have not said anything about a second letter in August.

Trump and Kim have met three times since June last year to discuss ways to resolve a crisis over North Korea’s missile and nuclear programs, but substantive progress has been scant.

Their first two meetings were formal summits, the second of which, in Vietnam in February, broke down after they failed to narrow a gap between U.S. demands for North Korean denuclearisation and a North Korean demand for relief from sanctions.

They met for a third time on June 30 in the Demilitarized Zone between the two Koreas and agreed to restart working-level talks but that has not happened.

Since the June meeting, North Korea has several times tested short-range projectiles.

The White House, the U.S. State Department and the North Korean mission to the United Nations did not immediately respond to requests for comment on the report.

‘THREATS AND HURDLES’

An unidentified director-general for U.S. affairs at North Korea’s foreign ministry said on Monday he hoped a “good meeting” with working-level U.S. officials would take place “in a few weeks”.

But whether a meeting would lead to a “crisis or chance” was up to the United States, the official said, calling for a more flexible approach.

“The discussion of denuclearisation may be possible when threats and hurdles endangering our system security and obstructing our development are clearly removed beyond all doubt,” the official said in a statement carried by North Korea’s official KCNA news agency.

North Korea’s vice foreign minister, Choe Son Hui, said last week Pyongyang was willing to have “comprehensive discussions” late this month.

Trump subsequently said he would be willing to meet Kim at some point this year.

South Korea’s foreign minister, Kang Kyung-wha, asked about the newspaper report, said there were “detailed explanations about such a letter” but declined to elaborate.

Kang said it could be “too much to expect” that Trump and Kim would meet before any working-level talks.

“No agreement was reached between the two leaders in Hanoi even after working-level negotiations,” Kang told a parliamentary panel.

“For the sake of the success of another summit, their working-level teams should meet and have primary discussions on the outcome of the summit,” Kang said.

Iran says U.S. should avoid ‘warmongers’ after Bolton departure

DUBAI (Reuters) – Iran said on Wednesday Washington should distance itself from “warmongers” after the resignation of hawkish White House National Security Adviser John Bolton, and Tehran stood by its demand that sanctions be lifted before any talks.

The departure of Bolton removes one of the strongest advocates of a hard line towards Iran from President Donald Trump’s White House and raises the prospect of steps to open up negotiations after more than a year of escalating tension.

“America should understand that … it should distance itself from warmongers,” Iran’s semi-official Tasnim news agency quoted President Hassan Rouhani as saying on Wednesday, without mentioning Bolton.

“Iran’s policy of resistance will not change as long as our enemy (the United States) continues to put pressure on Iran,” said Rouhani, a pragmatist who won two landslide elections in Iran on promises to open it up to the world.

Last year, the United States pulled out of an international accord between Iran and world powers under which Tehran accepted curbs on its nuclear program in return for access to world trade.

Washington says the agreement reached by Trump’s predecessor Barack Obama was too weak because many of its terms expire in a decade and it does not cover non-nuclear issues such as Iran’s missile program and regional behavior.

The White House has followed what the administration calls a policy of “maximum pressure”, including sanctions aimed at halting all Iranian oil exports, saying its ultimate aim is to push Tehran to the table for talks on a new, tougher deal.

Immediately after Bolton’s departure, U.S. Secretary of State Mike Pompeo said on Tuesday that Trump could meet with Rouhani at an upcoming U.N, meeting with “no preconditions”.

“SIGH OF RELIEF”

Iran has rejected talks unless sanctions are lifted first. It said on Wednesday that Bolton’s exit had not changed that position.

“The departure of … Bolton from President Donald Trump’s administration will not push Iran to reconsider talking with the U.S.,” Iran’s U.N. envoy, Majid Takhteravanchi, was quoted as saying by state news agency IRNA.

Foreign Minister Mohammed Javad Zarif slammed the United States for ordering new sanctions on Iran despite Bolton’s departure.

“As the world … was breathing a sigh of relief over the ouster of #B_Team’s henchman in the White House, (Washington) declared further escalation of #EconomicTerrorism (sanctions) against Iran,” Zarif tweeted. “Thirst for war —maximum pressure— should go with the warmonger-in-chief (Bolton).”

Zarif has often said that a so-called “B-team” including Bolton could goad Trump into conflict with Tehran.

The United States on Tuesday announced sanctions on a “wide range of terrorists and their supporters”, including Iran’s Revolutionary Guards.

Iran says it hopes to save the deal but cannot do so indefinitely if it gets none of its economic benefits. It has responded to U.S. sanctions with steps to reduce its compliance with the accord and has said it could eventually leave it unless other parties shield its economy from penalties.

“Iran’s commitments to the nuclear deal are proportional to other parties and we will take further steps if necessary,” Rouhani said.

Iran started using advanced centrifuges last week to ramp up output of enriched uranium and reduced its commitments to the nuclear deal, but said it was giving European countries another two months to come up with a plan to protect its economy.

France has proposed giving Iran a multi-billion dollar credit line which would shield it from some impact of U.S. sanctions, although any such deal would require the Trump administration’s tacit approval.

Trump fires Bolton, foreign policy hawk, citing strong disagreements

WASHINGTON (Reuters) – U.S. President Donald Trump abruptly fired his national security adviser John Bolton amid disagreements with his hard-line aide over how to handle foreign policy challenges such as North Korea, Iran, Afghanistan and Russia.

“I informed John Bolton last night that his services are no longer needed at the White House. I disagreed strongly with many of his suggestions, as did others in the Administration,” Trump tweeted on Tuesday, adding that he would name a replacement next week.

Bolton, a leading foreign policy hawk and Trump’s third national security adviser, was widely known to have pressed the president for a harder line on issues such as North Korea. Bolton, a chief architect of Trump’s strident stance against Iran, had also advocated a tougher approach on Russia and Afghanistan.

The 70-year-old Bolton, who took up the post in April 2018, replacing H.R. McMaster, had sometimes been at odds with Secretary of State Mike Pompeo, one of Trump’s main loyalists.

Offering a different version of events than Trump, Bolton tweeted: “I offered to resign last night and President Trump said, “Let’s talk about it tomorrow.”

Trump had sometimes joked about Bolton’s image as a warmonger, reportedly saying in one Oval Office meeting that “John has never seen a war he doesn’t like.”

A source familiar with Trump’s view said Bolton, an inveterate bureaucratic infighter with an abrasive personality, had ruffled a lot of feathers with other key players in the White House, particularly White House chief of staff Mick Mulvaney.

“He doesn’t play by the rules,” the source said. “He’s a kind of a rogue operator.”

During his time at the State Department under the administration of Republican former President George W. Bush, Bolton kept a defused hand grenade on his desk. His 2007 memoir is titled: “Surrender Is Not An Option.”

Trump’s North Korea envoy, Stephen Biegun, is among the names floated as possible successors.

“Biegun much more like Pompeo understands that the president is the president, that he makes the decisions,” said a source close to the White House.

Also considered in the running is Deputy Secretary of State John Sullivan, who had been expected to be named U.S. ambassador to Russia.

White House spokeswoman Stephanie Grisham said “many, many issues” led to Trump’s decision to ask for Bolton’s resignation. She would not elaborate.

“HE’LL BOMB YOU”

Trump would sometimes chide Bolton about his hawkish ways in meetings, introducing him to visiting foreign leaders by saying, “You all know the great John Bolton. He’ll bomb you. He’ll take out your whole country.”

Officials and a source close to Trump said the president had grown weary of his hawkish tendencies and the bureaucratic battles he got involved with.

Bolton traveled widely in the role and on his travels, for example, he warned Russia against interfering in U.S. elections and promoting strong ties with Israel.

Bolton, a former U.S. ambassador to the United Nations and Fox News television commentator, had opposed a recent State Department plan to sign an Afghan peace deal with the Taliban militia, believing the group’s leaders could not be trusted.

Sources familiar with his view said Bolton believed the United States could draw down to 8,600 troops in Afghanistan and maintain a counter-terrorism effort without signing a peace deal with the Taliban.

U.S. officials have said it was Bolton who was responsible for the collapse of a summit in February between Trump and North Korean leader Kim Jong Un in Hanoi by recommending the presentation a list of hard-line demands that Kim rejected.

North Korea media in May referred to Bolton as a “war maniac” who “fabricated various provocative policies such as designation of our country as ‘axis of evil’, preemptive strike and regime change.”

During an earlier period of U.S.-North Korea tensions in 2003, North Korea called Bolton “human scum.”

Bolton’s departure – the latest in a series from Trump’s national security team in recent months – comes a day after North Korea signaled a new willingness to resume stalled denuclearization talks with the United States, but then conducted the latest in a recent spate of missile launches.

U.S. oil prices fell more than 1 percent on the news of Bolton’s departure with investors believing it could lead to a softer U.S. policy on Iran.

Bolton had spearheaded Trump’s hard-line policy against Iran, including the U.S. abandonment of an international nuclear deal with Tehran and reimposition of U.S. sanctions.

Bolton was widely believed to have favored a planned U.S. airstrike on Iran earlier this year in retaliation for the downing of a U.S. surveillance drone, an action Trump called off at the last minute. Trump has since expressed a willingness to talk to Iranian leaders under the right conditions.

Bolton was an ardent opponent of arms control treaties with Russia. He was instrumental in Trump’s decision to withdraw last month from a 1987 accord that banned intermediate-range missiles because of what Washington charged was Moscow’s deployment of prohibited nuclear-capable cruise missiles, an allegation Russia denied.
