Venice hit by another ferocious high tide, flooding city

VENICE (Reuters) – An exceptionally high tide hit Venice again on Friday just three days after the city suffered its worst flooding in more than 50 years, leaving squares, shops and hotels once more inundated.

Mayor Luigi Brugnaro closed access to the submerged St. Mark’s Square and issued an international appeal for funds, warning that the damage caused by this week’s floods could rise to one billion euros.

Local authorities said the high tide peaked at 154 cm (5.05 ft), slightly below expectations and significantly lower than the 187 cm level reached on Tuesday, which was the second highest tide ever recorded in Venice.

But it was still enough to leave 70% of the city under water, fraying the nerves of locals who faced yet another large-scale clean-up operation.

“We have been in this emergency for days and we just can’t put up with it any more,” said Venetian resident Nava Naccara.

The government declared a state of emergency for Venice on Thursday, allocating 20 million euros ($22 million) to address the immediate damage, but Brugnaro predicted the costs would be vastly higher and launched a fund to help pay for repairs.

“Venice was destroyed the other day. We are talking about damage totaling a billion euros,” he said in a video.

Sirens wailed across the city from the early morning hours, warning of the impending high tide. Sea water swiftly filled the crypt beneath St. Mark’s Basilica, built more than a thousand years ago.

Venice, a UNESCO World Heritage site, is spread over 118 islands and once presided over a powerful maritime empire. The city is filled with Gothic architectural masterpieces which house paintings by some of Italy’s most important artists.

Culture Minister Dario Franceschini said initial checks suggested the damage to St. Mark’s was not irreparable, but warned that more than 50 churches across the city had been flooded this week.

“Visiting here you see that the disaster is much bigger than you think when you watch the images on television,” he said.

CLIMATE CHANGE

After Friday’s high waters, forecasters predicted tides of up to 110-120 cm during the weekend. In normal conditions, tides of 80-90cm are generally seen as high but manageable.

The mayor has blamed climate change for the ever-increasing flood waters that the city has had to deal with in recent years, with the mean sea level estimated to be more than 20 cm higher than it was a century ago, and set to raise much further.

Groups of volunteers and students arrived in the city center to help businesses mop up, while schools remained closed, as they have been most of the week.

“When you hear the name Venice, it is always like sunsets and everything pretty but it is a bit crazy now that we are here,” said British tourist Chelsea Smart. “I knew it was going to flood … but I didn’t expect it to be this high.”

At the city’s internationally renowned bookshop Acqua Alta — the Italian for high water — staff were trying to dry out thousands of water-damaged books and prints, usually kept in boats, bath tubs and plastic bins.

“The only thing we were able to do was to raise the books as much as possible but unfortunately even that wasn’t enough … about half of the bookshop was completely flooded,” said Oriana, who works in the store.

Some shops stayed open throughout the high tide, welcoming in hardy customers wading through the waters in boots up to their thighs. Other stores remained shuttered, with some owners saying they had no idea when they could resume trade.

“Our electrics are burnt out,” said Nicola Gastaldon, who runs a city-center bar. “This is an old bar and all the woodwork inside is from the 1920s and earlier which we will have to scrub down with fresh water and then clean up again.”

A flood barrier designed to protect Venice from high tides is not expected to start working until the end of 2021, with the project plagued by the sort of problems that have come to characterize major Italian infrastructure programs — corruption, cost overruns and prolonged delays.

Bermuda avoids major damage from Hurricane Humberto, cleanup crews get to work

HAMILTON, Bermuda (Reuters) – Cleanup crews in Bermuda were busy at work on Thursday after Hurricane Humberto grazed the island, which escaped major harm despite winds that reached around 100 miles per hour (161 kph) snapping power poles and lifting off roofs.

Debris including power lines littered roads and dozens of homes lost parts of their roofs, a Reuters witness said.

“We have come through a really, really challenging night. Our country was resilient,” National Security Minister Wayne Caines said in a radio message.

The Bermuda Fire and Rescue Service said it attended to three structural fires and 17 hurricane-related fires and also helped with 20 damaged roofs and prevented a boat from sinking.

One fire service vehicle was rendered unusable after a tree fell on it.

As of noon local time some 25,000 of the island’s 38,000 customers remained without power, while 5,000 customers have already had their electricity restored, said Caines.

The airport was reopened and flights are resuming, and a bridge to the airport was also opened after an assessment showed there was no structural damage.

Schools will remain closed on Thursday and Friday, while government office are scheduled to reopen on Friday.

Humberto was 415 miles (665 kilometers) northeast of Bermuda and packing maximum sustained winds of 110 mph (175 kph) on Thursday, the Miami-based U.S. National Hurricane Center (NHC) said.

“Humberto is still a powerful hurricane, but the system is in the process of transitioning to an extratropical cyclone,” the NHC said.

“Large swells and dangerous surf generated by Humberto will continue along the coast of Bermuda during the next day or two, and these could continue to cause coastal flooding,” said the NHC.

The swells are forecast to continue affecting the northwestern Bahamas and the United States coast from east-central Florida to the Mid-Atlantic states during the next couple of days.

The Atlantic storm season has picked up pace in recent weeks.

The Bahamas is still reeling from the devastation of Hurricane Dorian. In the United States on Thursday, all flights into Houston’s international airport were halted as Tropical Depression Imelda inundated southeastern Texas with heavy rains and triggered flash flood warnings.

Hurricane-ravaged U.S. cities hit by rising cleanup costs

HOUSTON (Reuters) – Communities in Texas and Florida, each swamped by a hurricane within two weeks of one another, are rewriting debris removal contracts and paying millions of dollars more to lure trucks, as subcontractors say costs have jumped.

The willingness of communities to renegotiate such contracts in the aftermath of hurricanes Harvey in Texas and Irma in Florida shows the limits of pre-planning for events as unpredictable as back-to-back hurricanes.

Higher fees, however, may not be covered by the Federal Emergency Management Agency (FEMA), even after these huge storms brought intense public pressure to clear millions of cubic yards of rubbish from streets and damaged furnishings from flooded homes and businesses.

In Texas, Houston is considering a 50-percent increase in pay for haulers and Harris County, which encompasses the city, is also offering incentives to recruit more trucks. In Florida, the City of Miami hiked its rates for debris removal by as much as double to DRC Emergency Services, CrowderGulf LLC and Ceres Environmental Services Inc, city documents show.

Local officials are rewriting contracts to attract subcontractors from other regions and businesses such as logging and dirt-hauling, citing a shortage of trucks to cart debris away because fleets are stretched across two devastated states. The removal business relies on networks of subcontracted trucks when disasters strike.

DRC’s subcontracting costs have jumped by at least 30 percent, said John Sullivan, president of the Galveston, Texas-based disaster specialist, shrinking margins to “almost nothing” as the company has to pay more to attract truck owners.

“It’s not a renegotiation, it’s a necessity,” Sullivan said. “The increase that we’re getting is all going to (pay) costs.”

Subcontractors often include out-of-state operators lured by the opportunity for a financial windfall.

Johnny Helaire, owner of Crossroads Trucking Service, said the Houston cleanup offers steady work at a time when his dirt and gravel business is slumping.

Each of Helaire’s 12 trucks earns on average $800 gross per day more in Houston than they would loading dirt, not counting hotel and food expenses, he said, while directing workers through a headset like a football coach.

Across the Texas Gulf Coast, Harvey left as much as 200 million cubic yards (153 million cubic meters) of trash that must be removed, the state has estimated.

Much of that still lines local streets. Houston’s director of solid waste management, Harry Hayes estimated that just 5 percent of the city’s debris had been cleared by Sept. 20.

“Houston ended up being ground zero. A thousand-year rain event is going to generate a wider field of debris, considering our population,” than in smaller Texan cities, Hayes said.

The city wants to increase its debris-hauling rate to $11.84 per cubic yard from $7.86, an amount that would help it get 200 more trucks from contractors, he said. Houston now has about 330 in service.

DRC expects to handle 2.5 million cubic yards in the Houston area alone. On that basis, Houston’s pay increase would amount to $10 million more.

Officials delayed a vote on the rate increase on Wednesday as they sought more information.

Harris County, one of the most populous U.S. counties, is offering incentives worth an additional $3 to $5 per cubic yard because small trucks cannot profit at the rate for trucks with bigger capacity, said county engineer John Blount.

Paying more for trucks is critical to recruiting more away from their normal businesses, said Glen Nelson, owner of DNR Group, which specializes in disaster clean-up. Even so, he said he is earning half of what he did for Hurricane Katrina cleanup in 2005.

RAISING FEES “SMELLS”

Bruce Hotze, treasurer of Houston watchdog group Let the People Vote, said offering to increase payments to disposal companies “smells.”

“If they needed prices to go up it should have happened before the hurricane,” he said.

Texan cities Rockport and Corpus Christi, both near where Harvey made first landfall, said they will not pay more.

“You hold those contractors accountable to provide what they said they would provide for you,” said Mike Donoho, Rockport’s public works director.

Alabama-based CrowderGulf has not asked communities for higher pay because of the risk that those fees will not be reimbursed by FEMA, said Chief Operating Officer Ashley Ramsay-Naile. Some of its contracts state that CrowderGulf will not get paid for amounts that FEMA does not cover, she said.

FEMA reimburses 90 percent of debris expenses, and covers pay above contracted rates only if municipalities show it is justified, said FEMA spokeswoman Barb Sturner.

Clean-up begins at Dakota pipeline protest camp

CANNON BALL, N.D. (Reuters) – Dump trucks and heavy machinery rolled into the protest camp near the site of the Dakota Access Pipeline on Monday, and crews began filling large dumpsters with garbage that has accumulated, much of it now buried under snow.

The clean-up marked cooperation among authorities and camp organizers. The decision to clean the site, where a few hundred protesters remain, was made on Sunday by state and local officials and members of the Standing Rock Sioux tribe.

Those involved said it was not an effort to destroy the camp, which sits on U.S. Army Corps of Engineers land, but a move to prevent waste contaminating water sources.

“I’m not going to run people’s camps over. I’m not going to take anyone’s property or do anything like that,” Hans Youngbird Bradley, a construction contractor from the Standing Rock Sioux tribe said during the meeting.

There are dozens of abandoned cars and structures as well as waste at the camp.

“It is paramount for public safety, and to prevent an environmental disaster, that the camps be cleared prior to a potential spring flood,” said North Dakota Governor Doug Burgum, a Republican who supports the completion of the pipeline, in a statement.

Land is being leased on the Standing Rock Reservation for protesters who wish to remain in the area.

Protesters rallied for months against plans to route the $3.8 billion pipeline beneath Lake Oahe near the Standing Rock Sioux reservation, saying it threatened water resources and sacred Native American sites.

At one point, nearly 10,000 people had flocked to the site. But the number dwindled to several hundred after the Standing Rock Sioux asked activists to leave when a permit to drill under the lake was denied in December.

President Donald Trump signed an executive order last week to speed up the completion of the project, dealing a blow to protesters.
