Next U.S.-North Korea summit must give concrete results: Seoul

DAVOS, Switzerland (Reuters) – A planned second summit next month between U.S. President Donald Trump and North Korean leader Kim Jong Un must “deliver concrete results on denuclearization”, South Korea’s top diplomat said on Wednesday.

Foreign Minister Kang Kyung-wha told the World Economic Forum in Davos that the two leaders should make “really great big strides” on the road to denuclearization and lasting peace on the Korean peninsula, in line with international demands.

Trump and Kim met in Singapore last June for an unprecedented summit, producing a promise to work toward “complete denuclearization” of the peninsula, but the two sides have since struggled to agree how to implement the pledge.

Critics of U.S. efforts say that summit only boosted Kim’s international stature while doing little to curb Pyongyang’s nuclear arsenal that now threatens the United States.

After Trump met Pyongyang’s top nuclear negotiator, Kim Yong Chol, in Washington on Friday, the White House announced that the second summit would take place in late February.

The two sides have given no sign of having narrowed their differences over U.S. demands that North Korea abandon its nuclear weapons program and Pyongyang’s demands for a lifting of economic sanctions and a formal end to the Korean War.

North and South Korea are still technically at war, given the 1950-53 conflict ended in an armistice, not a peace treaty.

The North Korean envoy’s recent visit to Washington has put nuclear talks “back on track”, Kang said in Davos. Details of the second summit would continue to be negotiated despite a partial government shutdown in Washington, she added.

Trump did not elaborate on the country chosen to host the summit, but Vietnam has been considered a leading candidate.

Earlier on Wednesday, Kang met with Japanese Foreign Minister Taro Kono on the sidelines of the World Economic Forum to discuss the planned second summit between Washington and Pyongyang, Seoul’s foreign ministry said in a statement.

Kono agreed that “concrete results” will have to be made toward denuclearization while stressing that Japan expects close communication and coordination with South Korea on the nuclear negotiations regardless of “several pending issues” between the neighbors, the ministry said.

The two U.S. allies share a bitter history that includes Japan’s 1910-45 colonization of the Korean peninsula and the use of comfort women, Japan’s euphemism for girls and women, many of them Korean, forced to work in its wartime brothels.

The rows between the neighbors flared again in late October when South Korea’s Supreme Court ruled that Japan’s Nippon Steel & Sumitomo Metal Corp must compensate South Koreans for their forced labor during World War Two. Japan maintains that the issue of forced labor was fully settled in 1965 when the two countries restored diplomatic ties, and has denounced the ruling as “unthinkable.”

Wartime history has long been a stumbling block for relations between the neighbors, sparking concern about regional efforts to rein in North Korea’s nuclear program.

In the latest escalation of tensions, a Japanese patrol aircraft made an “intimidating” pass over a South Korean warship on Wednesday, in what South Korea’s military said was a “clear provocation” toward a friendly neighbor.

Kang expressed “regret” over the incident and urged defense authorities from the two countries to resolve the issue soon, the foreign ministry said.

WASHINGTON (Reuters) – A North Korean nuclear envoy held talks with Secretary of State Mike Pompeo on Friday and was then due to meet President Donald Trump at the White House, a diplomatic flurry aimed at laying the groundwork for a second U.S.-North Korea summit.

The visit of Kim Yong Chol, Pyongyan’s lead negotiator with the United States, marked a rare sign of potential movement in a denuclearization effort that has stalled since a landmark meeting between Trump and North Korean leader Kim Jong Un in Singapore last year.

Kim Yong Chol and Pompeo, with tight smiles, posed together for photographs at a Washington hotel before holding about 45 minutes of talks that could determine whether the two sides can make headway. There has been no indication of any narrowing of differences over U.S. demands that North Korea abandon a nuclear weapons program that threatens the United States or over Pyongyang’s demand for a lifting of punishing sanctions.

Hours before Kim Yong Chol’s arrival on Thursday, Trump – who declared after the Singapore summit in June that the nuclear threat posed by North Korea was over – unveiled a revamped U.S. missile defense strategy that singled out the country as an ongoing and “extraordinary threat.”

The State Department said after the meeting that Pompeo had a “good discussion” with Kim Yong Chol “on efforts to make progress on commitments President Trump and Chairman Kim Jong Un made at their summit in Singapore.” But it provided no specifics.

After the talks with Pompeo, Kim Yong Chol, a hardline former spy chief, the White House confirmed that he would hold a meeting with the president in the Oval Office later on Friday.

The high-level visit could yield an announcement of plans for a second summit. Both Trump and Kim have expressed an interest in arranging but some U.S.-based analysts say it would be premature due to the lack of obvious progress so far.

Their first meeting produced a vague commitment by Kim to work toward the denuclearization of the Korean peninsula, but he has yet to take what Washington sees as concrete steps in that direction.

Kim says ready to meet Trump ‘anytime,’ warns of ‘new path’

SEOUL (Reuters) – North Korean leader Kim Jong Un said on Tuesday he is ready to meet U.S. President Donald Trump again anytime to achieve their common goal of denuclearizing the Korean Peninsula, but warned he may have to take an alternative path if U.S. sanctions and pressure against the country continued.

In a nationally televised New Year address, Kim said denuclearization was his “firm will” and North Korea had “declared at home and abroad that we would neither make and test nuclear weapons any longer nor use and proliferate them.”

Kim added that Pyongyang had “taken various practical measures” and if Washington responded “with trustworthy measures and corresponding practical actions … bilateral relations will develop wonderfully at a fast pace.”

“I am always ready to sit together with the U.S. president anytime in the future, and will work hard to produce results welcomed by the international community without fail,” Kim said.

However, he warned that North Korea might be “compelled to explore a new path” to defend its sovereignty if the United States “seeks to force something upon us unilaterally … and remains unchanged in its sanctions and pressure.”

It was not clear what Kim meant by “a new path,” but his comments are likely to further fuel skepticism over whether North Korea intends to give up a nuclear weapons program that it has long considered essential to its security.

In response to the news, Trump wrote on Twitter, “I also look forward to meeting with Chairman Kim who realizes so well that North Korea possesses great economic potential!”

There was no immediate comment from the White House. Asked for a reaction, a U.S. State Department official said: “We decline the opportunity to comment.”

South Korea’s presidential office, however, welcomed Kim’s speech, saying it carried his “firm will” to advance relations with Seoul and Washington.

Kim and Trump vowed to work toward denuclearization and build “lasting and stable” peace at their landmark summit in Singapore in June, but little progress has been made since.

Trump has said a second summit with Kim is likely in January or February, though he wrote on Twitter last month that he was “in no hurry.”

U.S. Secretary of State Mike Pompeo made several trips to Pyongyang last year but the two sides have yet to reschedule a meeting between him and senior North Korean official Kim Yong Chol after an abrupt cancellation in November.

Pyongyang has demanded Washington lift sanctions and declare an official end to the 1950-1953 Korean War in response to its initial, unilateral steps toward denuclearization, including dismantling its only known nuclear testing site and a key missile engine facility.

SANCTIONS

U.S. officials have said the extent of initial North Korean steps were not confirmed and could be easily reversed. Washington has halted some large-scale military exercises with Seoul to aid negotiations but has called for strict global sanctions enforcement on impoverished North Korea until its full, verifiable denuclearization.

Kim’s reference to pledges not to make nuclear weapons could indicate a first moratorium on such weapons production, although it was not clear if this was conditional. While Pyongyang conducted no nuclear or missile tests last year, satellite images have pointed to continued activity at related facilities.

The U.S. special representative for North Korea, Stephen Biegun, reiterated last month that Washington had no intention of easing sanctions but had agreed to help South Korea send flu medication to North Korea, saying such cooperation could help advance nuclear diplomacy.

Analysts said Kim’s message sent clear signals that North Korea was willing to stay in talks with Washington and Seoul this year – but on its own terms.

“North Korea seems determined in 2019 to receive some sort of sanctions relief … The challenge, however, is will Team Trump be willing to back away from its position of zero sanctions relief?” said Harry Kazianis of the Washington-based Centre for the National Interest.

“Kim’s remarks seem to suggest his patience with America is wearing thin.”

After racing toward the goal of developing a nuclear-tipped missile capable of hitting the United States in 2017, Kim used last year’s New Year speech to warn that “a nuclear button is always on the desk of my office” and order mass production of nuclear bombs and ballistic missiles.

But he also offered to send a delegation to the 2018 Winter Olympics in the South in February, setting off a flurry of diplomacy that included three summits with South Korean President Moon Jae-in, and the meeting with Trump in June.

This year, Kim said inter-Korean relations had entered a “completely new phase,” and offered to resume key inter-Korean economic projects banned under international and South Korean sanctions, without conditions.

When to end the war? North Korea, U.S. at odds over path to peace

SEOUL (Reuters) – Washington’s reluctance to declare an end to the Korean War until after North Korea abandons its nuclear arsenal may put it at odds not only with Pyongyang, but also with allies in South Korea.

The 1950-1953 Korean War ended in an armistice rather than a peace treaty, leaving the U.S.-led United Nations forces technically still at war with North Korea.

Friday marks 65th anniversary of the truce, which will be commemorated by the United Nations Command in a ceremony in the fortified demilitarized zone that has divided the two Koreas since the war. North Korean veterans of the war, which left more than 1.2 million dead, will gather in Pyongyang for a conference.

In their April summit, the leaders of North and South Korea agreed to work this year with the United States and China, which also played a major role in the war, to replace the armistice with a peace agreement.

In June, U.S. President Donald Trump and North Korean leader Kim Jong Un signed a statement saying they would seek “to establish new U.S.–DPRK relations in accordance with the desire of the peoples of the two countries for peace and prosperity,” using the initials of the North Korea’s official name, the Democratic People’s Republic of Korea.

Kim has broadly committed to the “denuclearization of the Korean peninsula” if the United States and its allies drop their “hostile” policies and the North has made clear it sees an official end to the state of war as crucial to lowering tensions.

Many experts and officials in Washington, however, fear signing a peace deal first could erode the international pressure they believe led Kim to negotiate. It could also endanger the decades-long U.S. military alliance with South Korea, and may undermine the justification for the U.S. troops based on the peninsula.

“Broadly speaking, one side wants denuclearization first, normalization of relations later, and the other wants normalization of relations first, then denuclearization later,” said Christopher Green, a senior advisor at the International Crisis Group.

North Korea says it has taken steps to halt its nuclear development, including placing a moratorium on missile and nuclear bomb testing, demolishing its only known nuclear test site, and dismantling a rocket facility.

American officials have praised those moves, but remain skeptical. U.S. Secretary of State Mike Pompeo told Congress on Wednesday North Korea was continuing to produce fuel for nuclear bombs.

A spokesperson for the U.S. State Department said while “peace on the Korean Peninsula is a goal shared by the world,” the international community would not accept a nuclear armed North Korea.

“As we have stated before, we are committed to building a peace mechanism with the goal of replacing the Armistice agreement when North Korea has denuclearized,” the spokesperson said in an emailed statement.

DOUBTS ON BOTH SIDES

In recent weeks Pyongyang has renewed calls for a declaration of the end of the war, calling it the “first process for peace” and a key way the United States can add heft to its guarantees of security.

“The adoption of the declaration on the termination of war is the first and foremost process in the light of ending the extreme hostility and establishing new relations between the DPRK and the U.S.,” North Korean state media said in a statement on Tuesday.

After Pompeo visited Pyongyang in June for talks, state media quoted a spokesman for the North’s Ministry of the Foreign Affairs criticizing the U.S. delegation for not mentioning the idea of a peace regime.

“It seems quite obvious that even if North Korea is negotiating sincerely, they aren’t going to be willing to give up their nuclear capacity in the absence of a peace system that gives them regime security,” Green said.

Many officials in Washington appeared concerned that an early declaration of peace could lead to the collapse of the U.S.-South Korea alliance with calls for U.S. troops to leave the Korean peninsula, he added.

OTHER PLAYERS

South Korean leaders in 1953 opposed the idea of a truce that left the peninsula divided, and were not signatories to the armistice. The treaty was signed by the commander of North Korea’s army, the American commander of the U.N. Command, and the commander of the “Chinese People’s volunteers”.

While South Korean officials say they are committed to the full denuclearization of North Korea, they have shown more flexibility in the timing of a peace agreement than their U.S. allies.

South Korea’s Unification Minister Cho Myoung-gyon said on Tuesday it is possible to declare an end to war this year.

“We are in consultations with the North and the United States in that direction,” he told a parliamentary session, adding that a three-way declaration would be part of an initial phase of denuclearization.

China says it is open to participating in the process.

Meeting North Korean Foreign Minister Ri Yong Ho in Pyongyang on Thursday, Chinese Vice Foreign Minister Kong Xuanyou said China supported the reconciliation process between the North and the United States, China’s Foreign Ministry said.

China is willing to work hard with all sides to promote the process of establishing a “peace mechanism” for the Korean peninsula, Kong added, without elaborating.

Trump says nuclear talks with North Korea ‘going well’

WASHINGTON (Reuters) – U.S. President Donald Trump said on Tuesday that talks with North Korea were “going well” as U.S. officials seek to reach an agreement with Pyongyang over a denuclearization plan following last month’s summit between Trump and North Korean leader Kim Jong Un.

The White House has characterized ongoing meetings as positive but not commented on recent news reports of U.S. intelligence assessments saying North Korea has been expanding its weapons capabilities.

In a Twitter post, Trump said that North Korea has conducted “no Rocket Launches or Nuclear Testing in 8 months.”

On Monday, the White House said U.S. Secretary of State Mike Pompeo would travel to North Korea this week to continue talks on denuclearization of the Korean Peninsula.

A U.S. delegation met over the weekend with North Korean counterparts at the border between North and South Korea to discuss the next steps to implementing the June 12 summit’s declaration, according to the U.S. State Department.

“Many good conversations with North Korea-it is going well!” Trump said in his Twitter post, echoing his sentiments following the historic meeting with Kim in Singapore.

Explainer: What will it cost for complete denuclearization of North Korea?

VIENNA (Reuters) – At a summit in Singapore in early June with U.S. President Donald Trump, North Korean leader Kim Jong-Un pledged to “work toward complete denuclearization of the Korean Peninsula”.

Follow-up talks between U.S. Secretary of State Mike Pompeo and North Korean officials are due to be held, and Trump said last week, “It will be a total denuclearization, which has already started taking place.”

Assuming denuclearization of North Korea does take place, what would it look like and how much would it cost?

WHAT DOES DENUCLEARIZATION MEAN?

That is far from clear and may have different meanings for each side.

The exact form denuclearization takes will depend on negotiations. North Korea may seek to continue some nuclear activities with possible civilian uses like uranium enrichment, as Iran is able to do under its deal with major powers.

For Washington, however, denuclearization means at least eliminating the threat posed by North Korea’s nuclear weapons. That requires removing or dismantling existing weapons, shutting down the program that makes them, and limiting or eliminating Pyongyang’s ability to enrich uranium and produce plutonium, another key ingredient in atomic bombs.

It would also most likely require restricting or eliminating North Korea’s ballistic missile programs.

KNOWN AND UNKNOWN UNKNOWNS

To complicate matters further, much remains unknown about North Korea’s nuclear activities, its weapons program and its ballistic missile capabilities. These are among the most secret activities in a highly secretive state that foreign intelligence services have struggled to penetrate.

North Korea has carried out six increasingly powerful nuclear tests since 2006 and surprised foreign governments with a series of missile tests showing rapidly improving technology and increasing range.

Pyongyang tested an intercontinental ballistic missile in December that governments and experts said appeared to bring all of the continental United States within range, though many believe it has yet to fully develop the re-entry vehicle in which the warhead returns to the Earth’s atmosphere as it approaches its target.

BEATING HEART

Historically the Yongbyon complex north of Pyongyang has been at the heart of North Korea’s nuclear program. It houses a reactor that produces spent fuel from which plutonium is reprocessed, and an experimental reactor that analysts observing satellite imagery say is close to being completed.

Yongbyon is also widely thought to house a uranium enrichment plant, though many experts say one or more larger enrichment sites are likely to exist outside Yongbyon.

By pursuing plutonium reprocessing and uranium enrichment, North Korea has developed the two tracks to obtaining the fissile material for nuclear weapons.

While Yongbyon is closely watched by satellites and was monitored by International Atomic Energy Agency (IAEA) inspectors before they were expelled in 2009, far less is known about facilities elsewhere in the country.

Nuclear analyst David Albright of the Institute for Science and International Security has quoted an anonymous “official source” as saying that about half of North Korea’s nuclear facilities are outside Yongbyon and the site where it has carried out nuclear tests.

FEW PRECEDENTS

There are few cases in which a country has voluntarily given up nuclear weapons. Those that have did so in particular circumstances, and provide imperfect analogies.

South Africa shut down its nuclear weapons program and dismantled its weapons shortly before the 1994 end of apartheid. Several former Soviet republics gave up their weapons after the 1991 break-up of the Soviet Union. Of those, Ukraine had the most, roughly 5,000, and it held onto them the longest.

South Africa kept its nuclear weapons program secret until after it had dismantled its six atom bombs and destroyed many of the documents relating to them, meaning the cost is not known. The weapons were dismantled in just months.

In Ukraine, which had ground-based strategic weapons with roughly 1,250 nuclear warheads, a Defence Ministry official said the United States paid around $350 million to dismantle the silos from which those missiles would have been launched.

At its peak Ukraine’s nuclear arsenal was the third biggest in the world. North Korea’s is much smaller – its exact size is not known but several analysts estimate it has around 30 weapons.

SO, HOW MUCH?

Given the uncertainties involved, most analysts are reluctant to be more specific than to predict costs for denuclearization running into billions of dollars.

“I think it would be fair to say that dismantling and cleanup of a substantial part of the North Korean nuclear complex (not even considering the missile complex) would cost many billions and take 10 years or so,” said Siegfried Hecker, a nuclear scientist and Stanford University professor who visited Yongbyon in 2010.

The U.S. Congressional Budget Office in 2008 estimated at $575 million the cost of dismantling the reactor at Yongbyon and two nearby plants that made fuel rods and separated plutonium from spent fuel, plus shipping its spent fuel out of the country and reprocessing it. It said that should take four years.

North Korea’s nuclear activities and stockpiles have increased significantly since 2008. There is now a second reactor at least near completion at Yongbyon, and the CBO estimate did not cover uranium enrichment, weapons facilities, missile technology or sites like uranium mines.

VERIFICATION

For the whole process to work, Washington will need to be convinced North Korea has declared all its relevant sites and activities. Verification is likely to play an important role.

Any doubt over whether North Korea has declared all its activities could lead to a dispute like the one over whether Iraq had stockpiles of weapons of mass destruction before the U.S.-led invasion of that country in 2003. A balance will have to be struck between transparency and intrusiveness.

The cost of IAEA safeguards activities for Iran, where the agency is policing the country’s 2015 nuclear deal, was 15.8 million euros ($18.42 million) last year, according to a confidential IAEA report obtained by Reuters.

But the IAEA was already inspecting Iran’s declared nuclear facilities before the deal was reached. Starting essentially from scratch in North Korea will be much more expensive.

“If you take the annual cost of IAEA verification and monitoring in Iran and multiply it by roughly three or more, you might get a rough estimate for the annual cost for North Korea after any denuclearization deal,” Mark Fitzpatrick of the International Institute for Strategic Studies said.

“North Korea’s nuclear program is more secretive than Iran’s and, in terms of nuclear weapons, far more advanced.”

North Korea, China discuss ‘true peace’, denuclearization

SEOUL/BEIJING (Reuters) – North Korea’s Kim Jong Un and Chinese President Xi Jinping came to an understanding on issues discussed at a summit of the two leaders, including denuclearization of the Korean peninsula, the North’s state media said on Wednesday.

Kim and Xi assessed the historic meeting Kim had with U.S. President Donald Trump in Singapore last week and exchanged opinions on ways to resolve the issue of denuclearization, Korean Central News Agency (KCNA) said.

The North Korean leader also promised during a meeting with Xi in Beijing to cooperate with Chinese officials to secure “true peace” in the process of “opening a new future” on the Korean peninsula, it said.

Xi told Kim the neighbors’ joint efforts could definitely ensure peace and stability on the Korean peninsula, China’s official Xinhua news agency said.

“I have faith that, with the joint efforts of China and North Korea, our relationship can definitely benefit both countries and both peoples,” he said, during a meeting at Beijing’s Diaoyutai state guest house.

Kim told Xi that previously China and North Korea had helped each other out like family members. “General Secretary comrade Xi Jinping has shown us touching and familial support and concern,” he said, according to Xinhua.

Kim wrapped up his two-day trip to Beijing on Wednesday with a visit to an agricultural sciences exhibition and the Beijing subway command center, Xinhua added.

The visit follows his Singapore summit, where Kim and Trump reaffirmed a commitment to work toward complete denuclearization of the Korean peninsula.

Trump surprised officials in South Korea and the United States after that meeting by saying he would end “provocative” joint U.S.-South Korean military exercises.

The United States and South Korea said they had agreed to suspend a joint military exercise set for August, although decisions regarding subsequent drills have not yet been made.

On Wednesday, South Korean Foreign Minister Kang Kyung-hwa said the decision to suspend the exercise could be reconsidered, based on future developments with North Korea.

“I think we’ve made it clear this is a goodwill gesture to strengthen dialogue momentum,” Kang said.

“It’s not irreversible. They could come back if the dialogue loses speed, or if North Korea doesn’t live up to its denuclearization commitment,” she said.

Kim is on his third visit to China this year. Xi offered high praise to the North Korean leader on Tuesday for the “positive outcome” of last week’s summit with Trump.

KCNA also reported that Xi said relations between China and North Korea had reached a new level of development since Kim’s first visit in March and that the pacts by the two leaders were being carried out “one-by-one”.

Kim also told Xi he was willing to bolster friendship and cooperation, it said.

It was widely expected that Kim would visit Beijing to brief Xi on his summit with Trump, which included Pyongyang agreeing to hand over the remains of troops missing from the 1950-53 Korean War.

Two U.S. officials told Reuters on Tuesday North Korea could start that process within the next few days.

South Korea says it wants U.S. troops to stay regardless of any treaty with North Korea

SEOUL (Reuters) – South Korea said on Wednesday the issue of U.S. troops stationed in the South is unrelated to any future peace treaty with North Korea and that American forces should stay even if such an agreement is signed.

“U.S. troops stationed in South Korea are an issue regarding the alliance between South Korea and the United States. It has nothing to do with signing peace treaties,” said Kim Eui-kyeom, a spokesman for the presidential Blue House, citing President Moon Jae-in.

The Blue House was responding to media questions about a column written by South Korean presidential adviser and academic Moon Chung-in that was published earlier this week.

Moon Chung-in said it would be difficult to justify the presence of U.S. forces in South Korea if a peace treaty was signed after the two Koreas agreed at an historic summit last week to put an end to the Korean conflict.

However, Seoul wants the troops to stay because U.S. forces in South Korea play the role of a mediator in military confrontations between neighboring superpowers like China and Japan, another presidential official told reporters on condition of anonymity earlier on Wednesday.

Presidential adviser Moon Chung-in was asked not to create confusion regarding the president’s stance, Kim said.

The United States currently has around 28,500 troops stationed in South Korea, which North Korea has long demanded be removed as one of the conditions for giving up its nuclear and missile programs.

However, there was no mention in last week’s declaration by Moon Jae-in and North Korean leader Kim Jong Un of the withdrawal of U.S. forces from South Korea. Kim and Moon Jae-in pledged to work for the “complete denuclearisation” of the Korean peninsula.

U.S. troops have been stationed in South Korea since the Korean War, which ended in 1953 in an armistice that left the two Koreas technically still at war.

Moon Jae-in and Kim have said they want to put an end to the Korean conflict, promising there will be “no more war” on the Korean peninsula.

Korean leaders aim for end of war, ‘complete denuclearization’ after historic summit

SEOUL (Reuters) – The leaders of North and South Korea embraced on Friday after pledging to work for the “complete denuclearization of the Korean peninsula”, on a day of smiles and handshakes at the first inter-Korean summit in more than a decade.

The two Koreas announced they would work with the United States and China this year to declare an official end to the 1950s Korean War and seek an agreement on “permanent” and “solid” peace.

The declaration included promises to pursue phased arms reduction, cease hostile acts, transform their fortified border into a peace zone and seek multilateral talks with other countries including the United States.

“The two leaders declare before our people of 80 million and the entire world there will be no more war on the Korean peninsula and a new age of peace has begun,” the two sides.

South Korean President Moon Jae-in agreed to visit the North Korean capital of Pyongyang this year, they said.

Earlier, North Korea’s Kim Jong Un became the first North Korean leader since the 1950-53 Korean War to set foot in South Korea after shaking hands with his counterpart over a concrete curb marking the border in the heavily fortified demilitarized zone.

Scenes of Moon and Kim joking and walking together marked a striking contrast to last year’s barrage of North Korean missile tests and its largest ever nuclear test that led to sweeping international sanctions and fears of war.

Their meeting comes weeks before Kim is due to meet U.S. President Donald Trump in what would be the first ever meeting between sitting leaders of the two countries.

Trump welcomed the Korean talks.

“After a furious year of missile launches and Nuclear testing, a historic meeting between North and South Korea is now taking place. Good things are happening, but only time will tell!” he said on Twitter.

He later added: “KOREAN WAR TO END! The United States, and all of its GREAT people, should be very proud of what is now taking place in Korea!”

China, North Korea’s main ally, welcomed the leaders’ statement and said it was willing to keep playing a proactive role in promoting political solutions. China is wary of being sidelined by a thaw between the two Koreas and by the upcoming summit between Trump and Kim.

Russia said it was ready to facilitate cooperation between North and South Korea, including in the fields of railway transport and energy.

Japanese Prime Minister Shinzo Abe also welcomed the summit and said he expected North Korea to take concrete steps to carry out its promises.

Global markets were lifted by hopes the summit would pave the way for the end of conflict on the Korean peninsula. Shares in Seoul briefly rose more than 1 percent to a one-month high and Japan’s Nikkei share average also gained.

‘BALL IN U.S. COURT’

As part of efforts to reduce tension, the two sides agreed to open a liaison office, stop propaganda broadcasts and leaflet drops along the border and allow Korean families divided by the border to meet.

Days before the summit, Kim said North Korea would suspend nuclear and long-range missile tests and dismantle its only known nuclear test site.

But there has been widespread scepticism about whether Kim is ready to abandon the nuclear arsenal his country has developed for decades, justifying it as a necessary deterrent against U.S. invasion.

“Everything will not be resolved in the blink of an eye,” said Kim Young-hee, a North Korean defector-turned-economist at the Korea Development Bank.

“Kim Jong Un has put the ball in the U.S. court. He declared denuclearization, and promised to halt nuclear tests,” she said. “That tells us he wants the United States to guarantee the safety of his regime … in return for denuclearization.”

It is not the first time leaders of North and South Korea have declared hopes for peace. Two earlier summits, in Pyongyang in 2000 and 2007, failed to halt the North’s weapons program or improve relations in a lasting way.

“We will make efforts to create good results by communicating closely, in order to make sure our agreement signed today before the entire world, will not end as just a beginning like previous agreements before today,” Kim said after the agreement was signed.

FIRST ACROSS THE LINE

Earlier, Moon greeted Kim at the military demarcation line where the men smiled and shook hands.

In an unplanned move, Kim invited Moon to step briefly across into North Korea, before the two leaders crossed back into South Korea holding hands.

“I was excited to meet at this historic place and it is really moving that you came all the way to the demarcation line to greet me in person,” Kim said, wearing his customary black Mao suit.

“A new history starts now. An age of peace, from the starting point of history,” Kim wrote in Korean in a guest book in the South’s Peace House before talks began.

During a private meeting in the morning, Kim told Moon he came to the summit to end the history of conflict and joked he was sorry for waking Moon up with his early morning missile tests, a senior presidential official said.

Moon and Kim released their joint declaration before a dinner banquet.

Later, with their wives, they watched a music performance and held hands as they watched a montage of photos from their summit set to a K-pop song that included the words “be a family again”.

After warm farewells, Kim was driven back to North Korea.

The United States said earlier it was hopeful talks on peace and prosperity would make progress and it looked forward to discussions with South Korea in preparation for the planned meeting of Trump and Kim in coming weeks.

Just months ago, Trump and Kim were trading threats and insults as the North made rapid advances in pursuit of nuclear-armed missiles capable of hitting the United States.

The United States stations 28,500 troops in South Korea as a legacy of the Korean War, which ended in a truce, not a peace treaty. The war pitted the South, U.N. and U.S. forces against the communist North, backed by China and Russia.

Kim and Trump are expected to meet in late May or June. Trump said on Thursday he was considering several dates and venues.

China halts oil product exports to North Korea in November as sanctions bite

BEIJING (Reuters) – China exported no oil products to North Korea in November, Chinese customs data showed, apparently going above and beyond sanctions imposed earlier this year by the United Nations in a bid to limit petroleum shipments to the isolated country.

Tensions have flared anew over North Korea’s ongoing nuclear and missile programmes, pursued in defiance of years of U.N. resolutions. Last week, the U.N. Security Council imposed new caps on trade with North Korea, including limiting oil product shipments to just 500,000 barrels a year.

Beijing also imported no iron ore, coal or lead from North Korea in November, the second full month of the latest trade sanctions imposed by U.N.

China, the main source of North Korea’s fuel, did not export any gasoline, jet fuel, diesel or fuel oil to its isolated neighbour last month, data from the General Administration of Customs showed on Tuesday.

November was the second straight month China exported no diesel or gasoline to North Korea. The last time China’s jet fuel shipments to Pyongyang were at zero was in February 2015.

“This is a natural outcome of the tightening of the various sanctions against North Korea,” said Cai Jian, an expert on North Korea at Fudan University in Shanghai.

The tightening “reflects China’s stance”, he said.

Chinese Foreign Ministry spokeswoman Hua Chunying said she didn’t know any details about the oil products export situation.

“As a principle, China has consistently fully, correctly, conscientiously and strictly enforced relevant U.N. Security Council resolutions on North Korea. We have already established a set of effective operating mechanisms and methods,” she said at a regular briefing on Tuesday, without elaborating.

Since June, state-run China National Petroleum Corp (CNPC) [CNPET.UL] has suspended sales of gasoline and diesel to North Korea, concerned that it would not get paid for its goods, Reuters previously reported.

Beijing’s move to turn off the taps completely is rare.

In March 2003, China suspended oil supplies to North Korea for three days after Pyongyang fired a missile into waters between the Korean Peninsula and Japan.

It is unknown if China still sells crude oil to Pyongyang. Beijing has not disclosed its crude exports to North Korea for several years.

Industry sources say China still supplies about 520,000 tonnes, or 3.8 million barrels, of crude a year to North Korea via an aging pipeline. That is a little more than 10,000 barrels a day, and worth about $200 million a year at current prices.

North Korea also sources some of its oil from Russia.

TOTAL TRADE LESS THAN $400 MILLION

Chinese exports of corn to North Korean in November also slumped, down 82 percent from a year earlier to 100 tonnes, the lowest since January. Exports of rice plunged 64 percent to 672 tonnes, the lowest since March.

Trade between North Korea and China has slowed through the year, particularly after China banned coal purchases in February. In November, China’s trade with North Korea totalled $388 million, one of the lowest monthly volumes this year.

China has renewed its call on all countries to make constructive efforts to ease tensions on the Korean peninsula, urging the use of peaceful means to resolve issues.

But tensions flared again after North Korea on Nov. 29 said it had tested a new intercontinental ballistic missile that put the U.S. mainland within range of its nuclear weapons.

Meanwhile Chinese exports of liquefied petroleum gas to North Korea, used for cooking, rose 58 percent in November from a year earlier to 99 tonnes. Exports of ethanol, which can be turned into a biofuel, gained 82 percent to 3,428 cubic metres.
